The Retzke for Representative campaign today released an expanded policy platform on state education funding, presenting a detailed roadmap to tackle Ohio’s property tax crisis by reforming the state’s expanding private school voucher system and fully funding community public schools across Ohio House District 89.

Over 88% of K–12 students in Ohio, including thousands of children across Erie and Huron counties, rely on public school districts for their education. However, recent state budget expansions to programs like EdChoice have pushed state spending on nonpublic tuition vouchers above $1 billion annually.

The campaign highlighted how this structural shift in state spending creates an unsustainable financial ripple effect across local municipalities. When state revenues are diverted away from traditional public school systems, local school districts are left with structural budget shortfalls. To keep classrooms open, cover fixed operational costs, and maintain competitive programs, local school boards are forced to place recurring operating levies on local ballots. The burden of these levies falls directly on property owners, fueling rapid increases in local property tax bills for homeowners, agricultural landowners, and local small businesses.

Understanding the Crisis: How Vouchers Drive Property Tax Hikes

  1. State Revenue Diversion: Over $1 billion in state general revenue funds are allocated annually to private school tuition vouchers, subsidizing nonpublic education even for high-income households up to and above 450% of the federal poverty level.

  3. Emergency Tax Levies: To make up the difference, local districts must repeatedly request emergency operating levies from voters.
